Evaluation of United Nations system coordination in the Sahel (2013-2025)

Tomorrow Is Possible is part an evaluation team that aims to review and assess how the UN system, across the development–humanitarian–peace & security pillars, hasorganized, governed, financed and communicated integrated development coordination in the Sahel. It will also 

focus on the results achieved thus far, identify gaps and propose recommendations on how to enhance UN system’s coordinated efforts and impact in the Sahel. The evaluation will adopt a forward-looking approach, examining potential scenarios to inform the “reset” conversation and decisions.  The evaluation is  undertaken in the context of the UN80 Initiative, where relevant work packages include, inter-alia, the Regional Reset, Regional Integrated Platforms, and the Special Envoy review. The final report will be available end June 2026.

 As discussions on the UN80 Initiative advance, attention is beginning to turn to the selection of the next United Nations Secretary-General. Much of the debate focuses on who the next Secretary-General should be. But far less attention is paid to a critical question: how the next Secretary-General uses their first 1,000 days in office. That may matter just as much as who they are. Building on the Cepei Think Tank and German Institute of Development and Sustainability (IDOS) report The Triple Disconnect: Power, Money, and Voice in the UNDS (https://lnkd.in/eQ_hiR5v), we looked  beyond reform slogans to a more fundamental issue: does the next Secretary-General fully understand where power actually sits in the UN system?

In response to an increasingly complex multilateral environment - marked by major reforms, a rapidly changing humanitarian landscape, and a sharp decline in available funding - IOM has commissioned an evaluation of its Internal Governance Framework (IGF) and strategic positioning. Tomorrow Is Possible is leading the internal strategic advisory exercise with as objective to provide senior management with forward-looking, scenario-based insights and strategic options. 

Beyond aid: a new vision for the UN development function

Together with the German Institute of Development and Sustainability (IDOS) Tomorrow Is Possible has written a discussion paper to advance a new vision for the United Nations' development function at a moment when the organisation is facing profound pressures and persistent scepticism about its relevance. Although a consensus exists that reform is overdue, past initiatives have been too incremental, focusing on coordination and efficiency without addressing deeper institutional and political pathologies.
Our vision marks a significant departure from the UN’s historical role as an aid channel predicated on the North-South divide. Instead, the UN’s future relevance lies in leveraging its universal legitimacy, normative authority and convening power. 

The Triple Disconnect: Power, Money, and Voice in the UN Development System

As part of a Cepei    

(a Columbian think tank) research project and  in collaboration with partners such as IDOS (a German think tank), Tomorrow Is Possible led the research to examine how power and influence operate within the UN Development System.  

The UNDS sits at the heart of global development cooperation—not because it controls the most resources, but because it shapes the norms, priorities, and legitimacy of multilateral action. Yet behind the formal architecture of boards, committees, and mandates lies a more complex reality: decisions are increasingly shaped by informal power, financial leverage, and unequal access to influence. The report maps where power actually resides inside the UNDS, revealing how governance works in practice and why current dynamics are eroding legitimacy at a critical moment for UN reform. Development Cooperation: Crisis or Opportunity?

The Swedish International Development Cooperation Agency (Sida) held its senior management retreat on 2 September 2025 in Stockholm, Sweden. Tomorrow Is Possible was invited to deliver a key note speech on the future of Development Cooperation. The presentation was an opportunity to present some new ideas and hard facts on the changing landscape. The full presentation can be found here.

New Ideas for UN Development Cooperation

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) is conducting a formative evaluation of the UNDP Funding Windows (FW). Tomorrow Is Possible is part of the team of consultants hired for this evaluation and specifically responsible to develop a landscape analysis and a comparison with similar agency-specific and inter-agency thematic funding. The final evaluation and management response will be discussed at the UNDP Executive Board in February 2026. UN Sustainable Development Cooperation Framework Kazakhstan 2026-2030

Tomorrow Is Possible supported the UN country team in Kazakhstan with the development of their Cooperation Framework for the period 2026 - 2030. The Cooperation Framework is a bold and transformative blueprint designed to accelerate progress towards sustainable development. Anchored in national priorities and the 2030 Agenda for Sustainable Development, the Cooperation Framework represents a strategic partnership between the UN Country Team and the Government of Kazakhstan, ensuring that no one is left behind as the country advances towards inclusive prosperity. Reducing risk to enable Sustainable Development Goals acceleration

UN Sustainable Development Cooperation Framework Kazakhstan 2026-2030

The UN Sustainable Development Group (UNSDG) decided in 2023 on Six Transitions: Investment Pathways to Deliver the SDGs. The UN Office for Disaster Risk Reduction (UNDRR) hired Tomorrow Is Possible to collect good practices on how risk reduction was integrated in the SDG transitions. Using these good practices, a set of recommendations, tips and tricks were developed to inspire UN country teams on  how to integrate risk reduction better in  SDG Transitions. A first issue brief based on this work was published in June 2025 here.
